What is mean by strobing time, how to calculate this one?
 

strobing time

Strobing is a technique applied to circuits receiving the output of an asynchronous (ripple) counter, so that the false counts generated during the ripple time will have no ill effect. Normally the ~InputEnable pin of the receiving circuit is connected to clock source of ripple counter through some combinational logic.
