Can reconfigurability be achieved only in Virtex?

Any FPGA can be reconfigured anytime by simply downloading another bitstream into it.
Perhaps you meant something else by "reconfigurability"?

yes,i meant run time reconfigurability..is there a difference in partial and full or dynamic reconfigurability

I haven't heard the words "full" or "dynamic" applied to reconfiguration. I suppose "full" could be an ordinary config of the whole chip. However, "partial" reconfiguration is a special feature.

Here's the first paragraph of the ISE 8.1i "Development System Reference Guide" chapter "Partial Reconfiguration":

Partial Reconfiguration is compatible with the following device families:
- Virtex, Virtex-E
- Virtex-II
- Virtex-II Pro/X
- Virtex-4 /FX/LX/SX
- Spartan-II, Spartan-IIE
- Spartan-3, Spartan-3E, Spartan-3L

ok.is there nothing as dynamic reconfigurabililty.i ve seen papers on dynamically reconfigurable fpga's
