Can I use this circuit as a noninverting buffer?

I swapped transistors in CMOS inverter (put n-transistor at the top and p-transistor at the bottom-while N-channel is grounded to GND and P-channel is pulled to VCC).
Can I use this circuit as a noninverting buffer?
