Read the "On-The-Go and Embedded Host Supplement" of a recent USB specificaction. It tells you about the purpose of ID pin.

In case of doubt, an USB host (e.g. your desktop or notebook computer) uses standard 4 pin Type A connectors without ID pin. Unless you are designing an OTG device, you won't think about ID pin.
