Can you let me know what is device characterisation with respect to an ASIC?

Library Characterization - generating timing/power/noise models of library gates.

Device Characterization - characterizing nmos , pmos for specific process.
eg. for 28nm TSMC process , finding nmos/pmos
Ion , Ioff , Beta ratio for equal rise/fall , Beta ratio
for Low Energy delay product , etc ....
