Use a variable power supply.
Adjust the voltage across the range you are interested in, observing any maximum that might cause damage.
Read the frequency at each voltage you set from the power supply using a frequency counter.
Plot the results.
As this is a VCO you probably want to keep a constant voltage on the frequency control input as you do this.
