Using IR2156 to make DC24V DC ballasts do not light up the tubes

A DC24V DC ballast made of IR2156's IC with conventional fluorescent lamps. Now I soldered a board according to the attached circuit diagram and found that it does not work. Please help me to see if there is a problem with the circuit or with parameters. Thanks in advance!!

Hi,

A lot of part values are missing.
I assume those parts are not populated. Then for sure it does not work.

In case there are real parts, nobody can tell if they are wring or right.
