"random access" refers to the the ability to access an item of data at any given coordinates (memory address).
ROM is - "Read Only Memory". I.E: a memory that can only be read but not changed (cannot be written to - at least when it's configured as such)
Usually ROM is indeed "random access"...but it being so isn't in the scope of the ROM definition. It may very well be non "random access" - for example, a read only circular buffer.
