Pretty basic PCAD 2006 question..

Been using PCAD forever, but never this particular way.

I used an outside contractor for a job and the OC went AWOL.
They created a dedicated PWR and GND nets on a plane layer though the design is only double sided.

I'm trying to figure out the easiest way to translate or merge those nets to top and/or bottom layers and don't see an intuitive way to pull this off.

There must be something I'm overlooking...

Yes, I did, but that didn't work because you can't select and move a net or a layer.
Move To Layer only works for objects.
I actually did find the fix, though.
I turned off all layers except the GND layer, deleted some extraneous text there and then deleted the layer.
Then did the same thing with the PWR layer.
Afterwords I was still unable to view the net or route pins connected to the original nets.
I then saved, closed and then reopened the file, after which I was able to show/hide the net and route.
