Neural Fuzzy Controller on FPGA or ASIC

I want to implement a neural fuzzy controller, what is the most suitable way to implement it
1)FPGA
2)ASIC Design from the scratch
3)Implement on the micro-controller
 

FPGA can do that, but ASIC should be the right choise, if you can afford that yourself. but some complex algorithms is difficult to implement on FPGA, and it will make your chip slow. If you can and your device should interact with the outside world environment directly, you can even design
it on MEMS.
