I have 16 way signal(3.3V logic level,6 input to FPGA and 10 out from FPGA).
I want to switch these signal to other 24 pins of FPGA(configured by MCU).
The 24pins of FPGA should be defined as bi-direction.

Now the question is which is the best choice: FPGA or CPLD? Altera or Xilinx?

If your switching arrangements are rather simple, then a CPLD may be sufficient, otherwise go with a small FPGA. Before making a final choice, you can download the free development software and try fitting your design into both type devices.

Al.tera and Xilinx both make capable devices.

CPLDs and FPGAs provide configurable I/O buffers, but they don't provide pin-to-pin transmission gates, in case that's what you meant by bi-directional.

the CPLD maybe the better for your simple design. you need not download each time or add flash chip.

i think you are trying for some video application, FPGA is best and cyclone II series is best suited for you
