latch up in input output pad layout

how can we cop with latchup problem in input output pad layout.

Yes...but usallly it's not that sensitif...at the pad the voltage vdd and gnd is clearly define

by making the layout of pads very accuratly and puting the guard ring in all diods and wells ..

firstly, you must comply to the rules of design;
and you can add the space between the well's overlap to well contact

Increase the no. of substrate contacts and decrease the distance at which they are placed for different devices.
