In-system programming FPGA through PCIe

Dear all,

I have my development kit with PCIe interface and it to be program through Jtag interface embedded with the PCIe.

Now Every time I want to run the boundary scan it shows an error, Jtag cable not found. Of course it will not find it. Since I have not connected it.
I have JTAG connection inside the PCIe and it is the only way to program the FPGA inside the card.

how can I program my device. I have attached the Picture of the development board. I am sure it will help understanding, if not please ask again.

Another question... Is this thing called IN-SYSTEM PROGRAMMING...?
