How to design supply,temperature and process independent reference biasing current ?

Can anyone tell me any paper or reference about that biasing current circuit ?

you can try the bandgap voltage reference. Then use it to create any reference voltage or current you like.
 

yes you can design a bandgap reference voltage and use its current mirror as biasing
