How to add a new library package in Eagle

Hi,
I have eagle 9.6.2 software. i want to add that component in my schematic i can't find eagle library. I have downloaded the library package file in a format such as .lbr, i put the library in folder Eagle_New in d drive. I Open Eagle CAD and click on the "Control Panel" icon located in the top-left corner of the software window. In the Control Panel, click on the "Libraries" button.
i don't know what to do next
