How power supply Produces Inductance effect

power supply for effect board

Hi

I referred the Documents that Power supply Inductance reduces the current carrying capacity of board.So we have to use decoupling capacitors near to IC pins of VCC and GNd.My question is How Power suppy produces Impedence and Effect of it on Board.
