Frequency Multiplier for a 200k~400k signal

Hi, I want to multiple the frequency of a 200k-400k signal, the multiplication factor is fixed (32).

I have thought about using the internal pll in Altera Cyclone, but it seems Cyclone require the input frequency > 15M.

Any suggestions?
