I can't see any frequency marks on your Smith Chart at the X=0 line, so I can't tell. You have put markers 1 and 2, but neither are on the X=0 line.
The magnitude of S11 is a minimum (best return loss) at 399.3 MHz, but that has nothing to do with the resonate frequency.
In practice, the point of best return loss does usually conincide with the resonate frequency, but there is no reason it should do. The resonate frequency is that at which the impredance is purely real. There is no other definition.
