[SOLVED] epm 7128s pin configuration

I am using epm7128s in one board, I tried to output just a word 1010 through four o/p pins.
I am not getting any output, I feel that there may be some problem with using OE1 and OE2. I tied OE1 to ground, is it necessary to declare it as input in pin assignment.

These pins don't have a function in your design unless you assigned them explicitely.
