Quartus II 13.1 - Web Edition pin assign window question

I try to connect to Cyclon IV dev kit with Quartus II 13.1 (64-bit) Web Edition
I wrote a simple LED blink code and saved it.

• a. I have 2 pins clk (in) and LED (out) but in the window I can see them and its blank, is there a way to auto populate this list to choose each one config, input/output ? when I tried to type there CLK, it didnt give me the option to choose in/out, can you advice ?
• b. now the window with pins to assign as seen in the attached now disappeared and I cant find how to bring it back.

You need to compile your design defining the in- and outputs first. Pin Planner Tool is importing the external ports of the top level entity. Pin Planner can't change port direction defined in the top entity.
