Eagle pro....how to adjust dimension feature and stop it snapping to lines

Hello,

The dimension tool is snapping unwantedly to lines...how do i stop this, and how do i make it smaller so i can take precision small measurements?
 

I am new to Eagle. On the top left corner of the screen right under "File" and the folder looking thingy, there is a dotted thing that if you land the cursor on it, it'll say "Grid". You go in and adjust the fineness of the grid to the precision you want. I don't know how to make it NOT snap to grid, I always want it to be on grid. The complain of Eagle is I cannot make the snapping grid finer than the display grid, which is very inconvenience. You have to make the grid to the snapping resolution.

The snap length is set in "Options" "Set" "Misc" tab.
