Could anybody please help me in PLL design?

I'm designing an frequency multiplying with digital implemetation. I intend to use the PLL method. But I dont know how to do a digital PLL using DSP ( in my case, I use DSP TI F2812 ). Could anybody help me some information to do this ?

And another problem is, the output signal that I desire to get is no delay from input signal (currently the input signal I use is sinusoidal wave, and I want to multiply by 4 in frequency). That means ( no delay ) the output sinusoidal signal is responsed even in the first period of the input signal. I dont know we can do that or not.

If anybody has experiences in this, please help me and give me some advices.
