Can we make PAL programmer for some PALs?

How can we find the programming details of PALs?
 

You can Cypress WARP (that is is a tool for generating PAL programming data)

Which type of PAL? Many modern devices have proprietary (confidential) programming specs. You would need to sign an NDA (Non-Disclosure Agreement) with the manufacturer.

If you mean the very old fuse-link PALs such as PAL16R8, the info is usually in the data book.
