Asking about TS allocation in V5.2

Hi all

have a question regarding V5.2 protocol
I need to know what controls the assignment of time slots as a voice paths to the 2.048kb/s link ?
I have read that it's handled dynamically with a special protocol .. what is this protocol
i.e. when the subscriber off hook , the LE assign a TS through V5.2 for example N0. x , my Question is why No.x ..on what basis ?
