If you can use eeproms with I2C or 3-wire interfaces then goto:

In this case you have to go for 28256 which is 32k EEProm with 8-bit data bus:

thanks , but I want use programmer without address bus.
just like microchip 16c5x programmer,but it has only 2k rom
