It's pyrotechnics igniter with about 280V at output. To build that i used old flash-lamp (condenser is original, at it was in lamp, 350V 330uf). Detonating caps made from resistors 150 ohm.
It's powered by 4 batteries AA size.
Interesting thing is voltmeter. It can show battery level, or condenser level (0,1* voltage, it means that for example with 200V at condenser voltmeter show 20V, because it was scaled thanks to resistors). To choose voltmeter mode we use switcher at the back.

Button next to voltmeter turns of display ( 2 led diodes).
Red led diode indicate system ready.
Green led diode indicate condenser charging
Neon lamp indicate that condenser is full charge
Switcher at left side, start condenser charging
Swithcer at right side armed system
Black button is for unload condenser ( safety reason)
Red button release voltage to output, it means that it fire the detonators.

ATTENTION: voltages that works with the system can cause series injury or even death. I don't take any responsibility for incorrect, or low - against work that tool.

Device work with 280V, after install blowing charge became to be a pyrotechnic tool, just like socket or normal photo- flash - lamp, well it is just normal flash light without blowpipe. So be careful. :)
