Sure: just use a varicap diode CVAR instead of the frequency-determining capacitor:

i am not sure whether you can generate fm modulator by using colpitts oscillator but surely u can design fm using hartleys oscillator by replacing the capacitor in the tank circuit by a varicap....

Colpitts and Hartley oscillators are very similar, and both can be adapted as frequency modulators.
