Monopole Microstip Antenna 404 MHz

Is it possible to make a monopole microstrip antenna at 404 MHz using FR4? The maximum width of antenna is around 2 cm. Please give me the suggestion.
 

A monopole, strictly spoken, involves an inifinite ground plane. I guess, you won't have it. If 2 cm would be the intended antenna length, that's really short and not very promising. A lot of folded small planar antennas has been suggested in antenna text books and wireless communications applications notes, various can be found by searching edaboard.
 

2 cm is not antenna length but antenna width. Antenna length is λ/4.
