Its an SPI device, I have done it with a Pic.
My code (ok some one elses code) is used to bit bang it on any three ports you configure it on.

Its a good device for multiple leds and set and forget use of LED's.

Edit: Just checked the Atmega 16 has a master spi so you just need to set that up.
Not used one before sorry.
