Sure, easy as falling off a log! You would, of course, use lumped elements. I have a bunch I bought on ebay (mechanically tunable) that have coils and capacitors in side and work great at 75 MHz.
Electronically tunable, the only trick would be to get a big enough capacitance varactor diode. Probably need one around 22 pF at 0 V.
