hi,
is it possible that to get an 12v supply from telephone line to be use in 12v to 220v inverter?

Telephone lines are normally 48V. You may measure 12V across the line while the phone is in use but that's because the phone clamps the voltage to that level.

In any case, normal phone lines are constant current at a maximum of about 100mA so the maximum power you could possibly extract would be small, maybe 1 Watt. I suspect this is far too low to be of use to you.

You would also not be able to use the line for phone calls and the telephone company may charge you as though you were in a phone call all the time you draw power.

it should be forbidden in the must countries to manipulate some things on Phone lines :-(...
