I have read the ARM document about Cortex-M3 (or M0) and it say it can be used as level sensetive or pulse (edge) interrupt within the NVIC controller. The problem that it rather vague on how to do this, if this is done by software.

I have NXP LPC1100 which is Cortex-M0. I noticed there is V2 CMSIS for which I like to adopt. However there is no example code under CMSIS V2.

Altium Designer is the best, mid price range, they now asking 4000 Euro but comprehensive package including svn. It depends how complex the board you wish to design. Altium is very good for complex circuit/layout. Tech support is very good.
