Why do we need to sample USART input ?

Why do we need to sample (mostly 16 times) the input to USART? as we don't need it for other protocols like SPI.
 

UART Sampling

When the high bits received by the UART first drop low, a sample will be taken halfway through the pulse in order to determine if the low drop is due to noise or a start bit.
After determining the start bit, the UART will sample at 16 times the speed of the receiver clock and will begin sampling halfway through each of the eight data bits.
The last bit received will be end bit.

it basically acc to the baud rate generator ...which defines that how it is transmitted....
