Which is better FM or PM ?

There is no single winner in the filter game. There are always trade-offs, mostly in terms of circuit/filter complexity vs (bit-error rate) BER.
 

Fm Vs PM

FM is typically used for analog, where PM shines best as a digital transmission method, it is after all digital itself.
