I placed a TO92 footprint from TO library for a transistor BC547.
But the DRC gives error.
The error becuase the transistor pads are connected togther.
The reason i think is the grey color around the pads.
The pads are actually seperated.
I haven't had the problems you are refering to, but different colours apply to different layers. In Help and Learning Layout are tutorials that give great help to follow the design flow from sch to post processing.
The PDFs installed in install dir \doc is also of great help.
SphinX, grey color in orcad is usually for ground plane. If you are using 4 layer board, install on ground plane "copper pour" type obstacle, and be carefull with clearences and thermal relief. If these settings are ok, the copper should avoid to92 pads.
I did generate many boards using PSD15 and CCT autorouter. Within Orcad I don't even run the check because many symbols gives spacing violation. As you can attribute any color to any layer, it is difficult to assess what is your problem. The area defined for one specific pad (In your case the pin of a t092) is represented as well on the screen. It does not means that the pads are touching each others.
The best I could suggest, would be to generate the gerber file and view it using gerbtools.. That would clear your question.
(You'll know then if your copper pads are really touching each other or not)
But in my experience the default library does not have this kind or 'gross error'..
