What is the hfe range of this npn transistor?

You are talking about DC hFE, not AC hfe. It is current gain, not voltage gain and not power gain.

The written characteristics show the minimum of 20 to the maximum of 200 at only 12.5mA. You might get a weak one at 20 or get a sensitive one at 200.

The graphs show a "typical" one over a range of currents but you might not get a typical one.
