Hi, What is the function of these circuit?

R3 and C2 make one low pass filter and the amplifier are configured like integrator.

What is its use?

I guess it tries to average video signal.
 

R3 and C2 are forming a very low frequency lowpass - the circuit somehow looks like nonsense to me if the input really is a video signal.
