What is the diference between I/O cell and Core design?

I/O vs Core Design

Hi,
I have a query.
What is the diference between I/O cell design and Core design.
Does the design approach changes for both of these.

I/O vs Core Design

Electrically, I/O cell design is usually driven by the external customer specification. However, core design sometimes will have loosen design target which is more likely to take care for overall system. Usually I/O cell design is more customize than core design because the core is huge.

IO cell need considering ESD, bonding, and drive ability.

I/O design concentrate on driving strength, ESD, di/dt issue.
While core design focus on functionality.
