what is sticky flip flop

Can any one explain what is the meaning of sticky flop and under what condition it'll be used.

I think it is term related with DFT Techniques. when flip flop stuck to zero or one.may be I am wrong...
 

Or may be he is talking about SR Flip-Flop that has race problem.
 

Sticky flop means a flop once set only gets reset with hard reset. In some designs we need
to set a flag to indicated an seviour error event took place; eg. memory ecc error In which case
we use sticky flag FF which can only be cleared by applying hard reset.
