what is "rail" in soc encounter? plz help me
 

usually it is called power and ground rails. The standard cells are placed between these metal1 power and ground rails. These are the metal1 tracks where in between them standard cells are placed.
 

In most of the EDA tool power and ground tracks laid in lowest metal layer for connecting power to standard cells are called "rails".
 

Then whats the difference between rail analysis and power analysis???
 

"power analysis" is the term used in broader sense.... rail analysis also a power analysis wherein power consumption at each rail is analysed
