What is function of CA3130 and 40106 schmitt trigger here ?

anyone know what is function of CA3130 and 40106 schmitt trigger(NOT gate) in the circuit??

if CA3130 is comparatot, then how it compare the digital ouput from ADC with the reference voltage???

can state the condition???

when the + input of an opamp is at a higher voltage than the - input the output voltage is high.

when the - input of an opamp is at a higher voltage than the + input the output voltage is low.

It is usually better to use a chip intended to be a comparitor instead of a general purpose op-amp.
