what is a trigger in electronics...

hello everybody,
I am new at electronic design but got a task construction of a radar interface card (RIC). An example for RIC, I can provide Osiris, Cambridge Pixel, Curtiss-Wright and others...
So far, as i looked out these cards, there is a trigger inputs to RIC from Radar.
What trigger stands for and what is the relationship between ACP/ARP (azimuth counter pulse/azimuth reset pulse) and trigger?
Could somebody please explains?
it would be very appreciably if you guys give me more details about how to make the RIC.
