what does IsSimulatorAccess in AGSI from KuEuIuL?

In AGSI.h file exist this function, but in help (apnt_154.pdf) doesn't. Can somebody explain me what does this function?

Maybe this IsSimulatorAccess is not necessary for creation of a plugin?

Whether somebody had used I*R C-S*Y plugin S/D/K?
