viper12 board problem

hello dear friends
I have a circuit board that using VIPER12 for producing 12volt . ( Iwas copied this board from an other board)
but my designed board have some problems:
1-some noisy sounds hear from that
2- viper IC is warm
3-in some assembled boards as just as I plug to 220V VDR and 39 ohm resistor in the AC mains INPUT blows.

what do you expect from us?
We can´t hear the sound, nor do we know the schematic or the PCB layout.
We don´t know what "warm" means nor do what VDR you used nor do we knoew the 39 R resitor specification..
We don´t know the test parameters, we don´t know which parts you used...

How can we help?

hi
IC that used is VIPER12 . that board is for coffee maker machine.
VIPER12 touch hot after working about under 1 minute.
some noise hear from cylindrical inductor.
do you need more information?
 

Check your modified picture below:

That capacitor needs to be replaced, it's blown it's top.
Since that cap is unserviceable, you should replace the other electrolytic capacitors as well. Otherwise you
risk them blowing their tops as well.

thank you for your reply.
I know that capacitor blown because short circuit between VCC and GND.
I was show that picture for see the circuit structure.
I was produced some PCS from that PCB and assembled but their VIPER12 and 4007 diode near the zener diode is very hot.
need immediate help.

The capacitor may not be causing the short.
You need to remove it to confirm this.
Check for the short by lifting one leg of the 4007 diode, as well as the zener next to it.
I'm assuming the 4007 diode is marked on the PCB as D3 and the zener DZ1?
