VB.net 2003 installer problem

Hi... I downloaded the Microsoft Visual Studio.net 2003 from the microsoft website... but every time when I try to install it says that the update patch cannot be installed by Windows because the program to be upgraded may be missing or the upgrade patch may upgrade a different version of the program... but I am sure that it is the Microsoft VB.net 2003 installer and not the upgrade software... here is the link to the software... can anyone tell me why is it like that? thanks
