UART PROBLEM - please help

I try tp program a 16C552 uart from NS but the uart stuck in 5 bit mode
all signal are OK
I have writen 0x3 to LCR registr and read it back but no change teak place

Any one have good idea what to do ?

What is your platform ?

I use win98. i can not access the usart from dos if any program use the usart in windows even if to leave usart.

I can not see some usart registers.
