Hi,

Does TMSC 40 nm technology provides synchronizer (for CDC) flip-flop ? If it is please let me know the name of the cell.

No, actually there are no such need, you just form yours.

does ANY library provides such a synchroniser cells ? .. I have never used it ..
 

tsmc synchronizer

There are very old libraries with synchonizer cells - 99% of the time you can just use a regular FF.
