in cmos inverter, if my design requires frequency of 1GHz, what should be minimum supply voltage for correct operation?
 

I think supply voltage will not affect frequency range. May be.............

Supply voltage is decided by technology node not by frequency of circuit. Increasing supply voltage will reduce inverter delay and can help in achieving frequency target. This method is called over-drive . Over-drive voltage value is limited by technology node.
 


Yes.
Supply voltage is independent of the frequency of the operation.
For achieving the target frequency we should not increase the supply voltage beyond the voltage limited by the technology.
