A signal with 2 adjutant planes is called a stripline.
It travels with a lower speed than a microstrip. Has better EMI immunity and reduced crosstalk effects.
A power plane can be use as return path. But there may rise in signal integrity issues (reflection noise, crosstalk,emi/emc). It is highly in practice to sandwitch a signal layer between ground layers or ground-power layers.

Using power plane as return path is same as using ground plane. I don't see why there will be more signal integrity issues (reflection noise, crosstalk,emi/emc) versus ground plane.
