[PIC] short or very heavy load on VPP was detected

In the second step of the PICkit troubleshooting you try to verify the VPP , however I get this error messages "short or very heavy load on VPP was detected"
 

Can you post a schematic of the circuit you are utilizing to program the PIC? Or is this a commercial development board?

Is this the first time programming the device? Or have you successfully programmed it in a different circuit?

I can not post schematic of the circuit.. this is a commercial board. I have use the PIC to program several or quite a few boards with this Pic.. I believe that I have place the PIC on incorrectly... just was wondering if I would have to buy a new PIC... or figure out what device is damaged because of " incorrect polaity" placement.
